WSI CACG Overview
Federally leased airports must establish a Community Aviation Consultation Group (CACG) under Department of Infrastructure guidelines.
WSI’s CACG was formed following Ministerial authorisation of the Flight Paths EIS and ahead of our full commercial opening in late 2026.
During planning and construction, the Australian Government operated the Forum on Western Sydney Airport (FoWSA), which concluded in June 2026. The CACG now continues as WSI’s key engagement mechanism during operations.
WSI CACG Role and Purpose
The WSI Community Aviation Consultation Group (CACG) provides a forum to:
Share information and views on airport operations, construction, and impacts with residents, authorities, users, and other stakeholders.
Raise and address community concerns, with a commitment from the airport operator to respond constructively.
Support consultation processes for Master Plans and Major Development Plans (MDPs).
Maintain open dialogue between the airport and affected communities.
Facilitate discussion between the Airport Operator, Government, industry, and the community on key airport matters.
The CACG is a consultative—not decision-making—body. Discussions should remain balanced and inclusive.
The membership will meet a minimum of four times per year.

Professor Peter Shergold AC and the Hon. Paul Lucas have been appointed as the inaugural Chair and Deputy Chair of CACG, respectively.
Members
Our CACG membership will bring together a diverse stakeholder group - including industry and community leaders, as well as airline and government representatives.
CACG members will work collaboratively with WSI to ensure community and stakeholder perspectives are considered in the operation, planning and strategic development of the airport.

Full membership is still in the process of being established.
All appointments will be for an initial two-year period commencing from the date of the first meeting and will be subject to renewal at the end of that period.
Observers and contributors
The Chair may invite reps from the Department of Infrastructure and Airservices Australia to join discussions when needed. Others might be invited from time to time to speak on specific agenda items.
Secretariat and administration
Secretariat support services will be provided by WSI’s Corporate Affairs team. Relevant executive staff from WSI will attend meetings as appropriate.

Connecting with the CACG
As part of our ongoing commitment to community engagement through the Community and Aviation Consultation Group (CACG), a public forum will be held in 2026 - and will continue annually thereafter.
This forum will provide space for grassroots engagement, bringing together neighbouring communities and CACG members to discuss the issues which most relate to them. It’s an opportunity to share ideas and raise concerns with the membership.
