Airport Works Plan (AWP)

What is an Airport Works Plan (AWP)?

An Airport Works Plan (AWP) is a mandatory document for any contractor performing work or activities at WSI. It confirms that the contractor is authorised to carry out specific works and activities and outlines the conditions under which the work must be performed, including but not limited to:

  • Scope of work
  • Hours of operation
  • Work/activity location

An approved AWP must be:

  • Displayed on a hoarding,
  • Kept at the worksite, or
  • Carried by the contractor at all times.

No work may proceed without an approved AWP.

Who Needs an AWP?

Any contractor working on WSI land must have an AWP, whether engaged directly by WSI or by a third party such as a tenant, retailer, airline, or operator.

When is an AWP Required?

An AWP is required for all work on WSI, including where a construction site has been formally established and a Principal Contractor (PC) is in place. In such cases, the PC is responsible for:

  • Managing access,
  • Implementing their own safety and permitting systems, and
  • Ensuring compliance within the boundaries of the site.

All permitting and site access must be managed by the PC in accordance with WSI Standards and Rules.
If the work within these construction sites impacts operations or areas outside the delineated worksite, such as isolations, shutdowns, utility disruptions, road changes etc, the PC must follow the WSI permitting processes, which includes applications for sub permits.

What Types of Work Require an AWP?

All types of work require an AWP, including but not limited to:

  • Photography
  • Site measurements
  • Cleaning
  • Shutdowns
  • Site tours
  • Construction works
  • Maintenance works
  • Fit outs
How to Apply for an AWP
  1. Ensure Approvals Are in Place
    Confirm that all necessary ABC and ALC approvals are completed (if applicable). For more information, visit Planning Approvals.
  2. Access Requirements
    Ensure all workers have the appropriate level of access or an escort has been organised with your WSI representative. For more information, visit Accessing WSI.
  3. Submit the AWP Request
    Complete the AWP application form at least 10 days to the proposed start date.
  4. Review and Approval
    The Permit Team will review the request for completeness and compliance. If approved, the AWP will be issued.
  5. Plan and Execute Work
    Once received, the contractor can begin planning and executing the work in accordance with the AWP and designated WSI representative
